Overview

Child sexual abuse material refers to images of minors engaged in sexual activity or displayed for purposes of sexual gratification. It includes a variety of dynamics: images made by adult sexual abusers, non-consensually made images by peers, and self-made images that are obtained or shared without consent. By investigating nature and scale of CSAM online, it can provide a clearer understanding into the long-term harms that victims of sexual abuse and exploitation face.

The data should be seen as complimenting the data found in the other two indicator areas unveiling the true scale of sexual harms against children globally.

Additionally, as technology is often at the forefront of development, exploring CSAM data concerning generation and content may provide insight into the current risks that children face both online and in person.

CSAM Availability

The following graph refers to the availability of CSAM from a specific country whether being reported from the country, hosted or showing as a geolocation. This data is calculated based on reported volumes of CSAM (notices sent or reports received by each country) divided by the total volume sent globally and by the total volume per UNICEF region. The tags of virtual and self-generated figures refer to the country level proportions of assessed CSAM within the INHOPE database.

Victim Demographics

This graph shows the global proportions of each age category and sex category that are present in the reported CSAM material from IWF, INHOPE and NCMEC for the year of . The ages are split as follows; Infant/Toddler (age 0-2), Pre-Pubescent (age 3-13) and Post-Pubescent (age 14-17) and the sex categories are Female, Male and Multiple (for when there is more than one sex of victim present).

Refers to the analysed age of the youngest victim depicted in the CSAM by each of the organisations tasked with its assessment and reporting.

Victim Severity

CSAM Severity*

Child Sexual Abuse Material (CSAM) severity refers to the different legal thresholds of criminality used to classify CSAM under law.

The levels of severity shown here reflect how CSAM is classified both under national legal definitions and under a standardised international definition of severity (the INTERPOL Baseline). These classifications indicate whether material meets criminal thresholds, not the degree of harm experienced by survivors/victims.

Key to terms within chart:

  • Baseline CSAM: refers to child sexual abuse material that meets the international criminal standard set by INTERPOL’s “Baseline” assessment. This standard has been applied by Childlight to create a consistent definition of what counts as criminal CSAM across countries, even where national laws may differ.
  • National CSAM: refers to material that meets a country’s own legal definition of CSAM. Some countries have broader or more detailed laws than the international standard, so national CSAM may include additional content that is still criminal under national law but not covered by the baseline definition.
  • Other CSAM: includes material that is still child sexual abuse material, but which does not meet the criminal threshold under either the international (INTERPOL) or national definitions. This category does not mean the content is acceptable or harmless, it simply means that, under current laws, it may not qualify for prosecution or criminal penalties.
